Special Taxing Districts
What is a Special Taxing District?
Special taxing districts (commonly known as improvement districts) are formed under the 
Arizona Revised Statutes Title 48 and are an excellent avenue for property owners outside of municipalities to acquire or upgrade water and wastewater systems to improve their quality of life.  Districts have the legal authority to distribute costs of improvements and operations among the properties that benefit.  With a combined effort for funding, districts typically provide a more feasible way to establish improvements than can be obtained through individual investments.  Other types of Districts may also be formed for improvements such as roads, street lights and fire protection.  Contact Yavapai County for more information regarding formation and operation of these districts.

Buying or Selling a Property?
What happens to my account if I sell my property?
The District fees run with the land and will be transferred to the new owner once our office receives the recorded deed, escrow check, and buyer's contact information from the title company. We recommend making your title company aware as early as possible that the property for sale is within the boundaries of an assessment district. Your title company should then contact our office for up-to-date information and to begin the process of transfer.

I've just purchased property, how do I set up an account?
The District fees run with the land and will be transferred to the new owner once our office receives the recorded deed, escrow check, and buyer's contact information from the title company. We recommend making your title company aware as early as possible that you are purchasing property within the boundaries of an assessment district. Your title company should then contact our office for up-to-date information and to begin the process of transfer. This will ensure that the fees are attached to the correct party, and that the buyer is made aware of the billing and payment schedule.

Is there an account transfer fee?
Yes, there is a $150.00 transfer fee due at close of escrow. This fee is also handled through your title company. In navigation above, hover over your District and click on 'Rates and Fees' to view your District's rates and fees.

The Red Rock Road Enhancement Maintenance District fees are handled through ad valorem tax. 

When may I expect to receive my bill?
Quarterly bills are usually mailed 45 days prior to the due date. Monthly bills are mailed as soon as we receive and process meter reads, generally the first week of a new month.  

What does the bill look like?
Road Assessment (Coyote Springs & Poquito Valley) and Seligman bills are 8.5 x 11" sheets and sent in envelopes. The remaining District bills are white and the size of a postcard. A past-due bill will be sent in an envelope. 

May I sign up to receive my bills via email?
We offer eBilling for the following Districts:
Big Park DWWID
American Ranch DWID
Seligman Sanitary District

 

Road Assessment bills cannot be emailed.  You can sign up for ePay but paper bills will be mailed to the recorded ownership address.
Coyote Springs & Poquito Valley Road Improvement District

May I receive both an eBill and a paper bill?
Yes, email or call us to request this service. Please include your account number as it appears on your bill, including all numbers, dashes, and slashes.

I own property but have a tenant and I want the bill to go exclusively to them, is this possible?
Unfortunately, that is not possible. Due to the fact that the District is able to lien property because of non-payment, the bill must go to the legal owner. We are able to send a duplicate bill to another address, which will be an additional $5.00 charge per bill. Alternatively, eBilling and automatic withdrawal may be available options within your District.

Do the Districts honor postmarks?
Unfortunately, no. The payment must be received in our office by the due date or it will be considered a late payment and late charges will apply.

There are late charges on my bill, why?
If our office did not receive payment by the District due date, then a late charge is applied. Please view your District's rates and fees page for all collection fee information.

Will you waive the late charge?
Unfortunately, being as we are a government entity and not a utility and are bound by District guidelines, we cannot waive late charges.

Our IDS staff has extensive experience working with all areas of district administration and operations. We provide administrative
services to special taxing districts that are necessary for a smooth and economical method of funding and management.

Closed for lunch from 12:00 p.m. - 1:00 p.m.
As a courtesy we have a drop box to the right of our door for after-hours payments!
